Where the questions recur

Eight node&norm questions, eight kinds of institution. Each marker points to a named directive, statute or enforcement record in that sector that already asks the question. The map records where a question recurs; whether a finding transfers there is a separate study with its own evidence.

Markers show where a named instrument asks a research question. Unmapped cells await review. Whether findings transfer to another sector requires separate evidence.

Sector by sector

Entries marked Governance Explorer reuse source reviews already published there. New entries were drafted on 3 November 2026 and each one names its review status.

Defense

New entry. Source reviewed .

Decision point
An autonomous or semi-autonomous engagement that drifts outside the commander’s intended time, area or constraints.
Instrument
DoD Directive 3000.09, Autonomy in Weapon Systems, effective 25 January 2023. A system unable to complete an engagement within those limits terminates the engagement or obtains additional operator input before continuing. Directive text ↗
A transfer study needs
A definition of termination at the effect boundary, tested in schedules where operator communication drops. The current qualification covers one delegation edge on a local database, so any step toward weapon systems requires its own design and authorization.

Federal agencies

New entry. Confirm the primary memorandum text before publication.

Decision point
A benefit, eligibility or enforcement action in which AI output serves as a principal basis for the decision.
Instrument
OMB Memorandum M-25-21, issued 3 April 2025. Minimum practices for high-impact AI include human oversight, intervention and accountability, and consistent remedies or appeals for affected people. Summary of M-25-21 ↗
A transfer study needs
Agency case files reconstructed under an access agreement and scored by reviewers independent of the agency. A human signature on a decision leaves TAE’s question open: could that person have changed the outcome?

Financial markets

New entry. Source reviewed . The case concerns automated trading that predates current AI.

Decision point
Automated order flow that keeps running after a fault; an adverse credit decision whose reasons must be stated.
Instrument
SEC Rule 15c3-5, the Market Access Rule. In the first enforcement action under it, announced 16 October 2013, the SEC found that Knight Capital’s router sent more than 4 million orders in 45 minutes while attempting to fill 212 customer orders; 97 automated emails had referenced the error before the market opened. Regulation B’s adverse-action reasons appear in the Governance Explorer. SEC press release ↗ SEC digest ↗ Credit decisions ↗
A transfer study needs
The rule places controls immediately before order submission, the same admission-versus-commit boundary the revocation checker separates. A transfer study needs a matched implementation at an order gateway and a record of every warning raised before the effect.

Health care and life sciences

From the Governance Explorer, reviewed .

Decision point
A utilization-review denial; a conditional go or no-go decision in drug development.
Instrument
Colorado HB26-1139, scheduled for 1 January 2027: a medical-necessity denial requires review and approval by a competent regulated professional and review of coverage terms, beyond AI output. FDA’s AI-enabled device lifecycle guidance remains a draft. Colorado entry ↗ FDA entry ↗
A transfer study needs
Case files showing the proposed denial, the reviewer’s access and the final decision, so a study can test whether review changed outcomes. RGDS needs sponsor records examined under confidentiality.

Enterprise operations

New entry. Source reviewed .

Decision point
Delegated agents holding permissions across queues, handoffs and retries.
Instrument
EU AI Act, Article 14(4)(e): people assigned oversight of a high-risk system can intervene in it or interrupt it through a “stop” button or similar procedure that brings it to a halt in a safe state. Article 14(4)(b) adds awareness of the tendency to over-rely on output. Article 14 ↗
A transfer study needs
The agenda’s next gate: one externally grounded workflow, such as a checkpointed LangGraph workflow, in which resumed or retried work could act after withdrawal.

Small and mid-sized firms

New entry. Source reviewed .

Decision point
A vendor-supplied AI tool used in hiring, lending or customer service, where the firm’s assurance capacity sits largely with its supplier.
Instrument
EU AI Act, Article 62: Member States give SMEs and start-ups priority access to regulatory sandboxes, tailored training and dedicated guidance channels, and conformity-assessment fees reflect SME needs. New York City Local Law 144 requires bias audits for covered hiring tools. Article 62 ↗ Local Law 144 entry ↗
A transfer study needs
A study of the evidence a small deployer can obtain under a supplier contract. The Applied AI Research Translator’s templates and the Explorer’s entry on procurement and contracts are the nearest existing tools.

Frontier developers

From the Governance Explorer, reviewed .

Decision point
A deployment decision taken under a published catastrophic-risk framework.
Instrument
California SB53, effective 1 January 2026; the New York RAISE Act, with its substantive framework from 1 January 2027; Illinois Public Act 104-0538, with framework duties and independent audits from 1 January 2028. California ↗ New York ↗ Illinois ↗
A transfer study needs
Access to internal deployment records. Illinois routes that access to independent auditors; research access remains the binding constraint.

Mission-driven institutions

From the Governance Explorer, reviewed .

Decision point
An AI answer offered under a religious body’s teaching authority or a charity’s stated mission.
Instrument
The institution’s own commitments and stated purpose. The Explorer’s entry on procurement, contracts and stated purposes frames the evidence question. Institutional commitments ↗
A transfer study needs
Qualified human validation within the tradition concerned, as CDFI’s limits already state, and a defined marker of repair after harm.
